How familiar are you with command positions?

With more playtime under my belt, at this point, I am incredibly familiar with command positions, both ship-side and ground-side. As Squad Leader, I have a lot of experience with maintaining squad cohesion and creating intra-squad connections to facilitate morale and roleplay.

I have further refined my time in CIC as Executive Officer, both as the acting Commanding Officer of the operation, and faithfully under Commanding Officers, with Staff Officers at my call and beckon, and without any other command staff onboard. I am perfectly confident in my own abilities to hold down the ship alone but also alongside others.

Additionally, I have several hours in Military Police now, which has benefitted my knowledge and understanding of the execution and application of Marine Law when it comes to arrests and appeals.

Character Information:

Why did your character decide to become the CO of a ship?

Fleming, (aged up fifteen years), always felt drawn to leadership and guidance. He joined the Colonial Marines after a brief stint in a local militia, outside official, legal purview. After securing a officership, Fleming learnt to love the men who served under him, and greatly enjoyed their company.

Following an incident of pride against his commanding officers, Fleming realized his sins, and begun to seek self-improvement. He left combat operations to attend college, and studied like hell. With time spent away from the battlefield, Fleming began to mature greatly. Finally, with a commission in hand, he seeks to climb higher and higher - all for his beloved marines.

How did your character attain the position of CO?

During his youth, Fleming’s recklessness was mistaken as bravery, and he earned many promotions, prevailing through harsh circumstances by grit and sheer luck alone.

Eventually, Fleming wanted to see things “from up above” and went to college for a commission. Compared to his past, it was immensely out of character, and it was a very difficult period of life for him. However, Fleming’s hard work and prior accomplishments earned him sufficient recognition from above.

Thus, through the passing of time and due diligence, what was once a foolhardy yet well-intentioned Sergeant, became a cool and composed commander.

Provide a short story of your CO.

Command Actions:

When do you believe it’s appropriate to pardon a prisoner?

Pardons are a strong tool in the kit of CO’s, given to them via the trust placed in them by the WL, much like the BE. However, they are a tool with limits, and thus have a unique place in the CO toolkit.

If misused or used too frequently, pardons would become stale, and detrimental. Overruling the MPs and their authority on a regular basis for gameplay gains can sometimes contribute to worse roleplay and thus, a worse round. By pardoning in this way, you are bypassing the authority of your most important department for shipside security, and making marines less likely to listen to them.

In pardoning someone, the magnitude of the crime would be a consideration. Capital crimes are completely out, and so are most minor ones, given that these minor crimes have a limited sentence and are already executed upon at MP discretion. Most minor crimes, anyway, can effectively be “pardoned” with NJPs, to which MPs have full discretion over. MPs also have considerable discretion when it comes to pursuing minor crimes.

For these major crimes - intent and roleplay is most important. New players should not be punished for making mistakes while learning the game, and in-character, for Fleming, maintaining the chain of command and proper authority ranks highly.

Give some examples of when you would or would not use pardon.

Would NOT pardon:
Briefing occurs, and marines begin to load onto the Alamo. As this happens, the scout announces on the radio that they intend to break into CIC. They are caught outside, and attempt to cloak out, but fails. This spec is then told by MPs to stop fooling around, and to drop with the other marines. They do not do so, and are promptly arrested. They then ask for a pardon, so that they may make the next drop.

Fleming would NOT pardon this spec, as although they have a valuable role on the battlefield, they have wildly misused their own capabilities in a way that was actively disruptive to the marine corps as a whole. Not only that, but they refused to “shape up”, when given the opportunity to do so. They missed the first drop on the basis of their own actions, not because because MPs had mistreated them. Shenanigans are tolerated to a certain extent, but this action was both blatant, and constitutes Neglect of Duty. It was actively disruptive to the round and marines onboard the ship.

Would NOT pardon:
A Staff Officer is smoking in Medbay before briefing, and asked by an MP to stop. They refuse, and insult the MP for it. They are then arrested. This SO is highly talented, and would likely prove themselves as a good asset to CIC.

This is a case of a Minor Crime, which Fleming would not seek a pardon for. Although the SO would be very helpful, I am capable of operating without them, and the SO had a very easy way out - by simply complying with Marine Law and showcasing their respect for it as a commissioned officer. Not only that, but they disrespected the authority of our MPs, who we rely for ship justice and security. It is conduct unbefitting of an superior officer, responsible for commanding the marines, and so Fleming would NOT pardon.

WOULD pardon:

A PVT, waking up later in the operation from cryosleep, is being led by a more experienced marine, when he suddenly sees an MP. Noticing the red symbol next to them, he opens fire in a panicked manner, and nearly kills them. However, he stops after his partner tells him to. He is then arrested, submits peacefully, and charged with attempted murder.

This is a capital crime, to which I do not ordinarily have the authority to pardon alone, according to Marine Law. However, friendly fire mistakes like these happen all the time to new players, especially ones unaccustomed to CM-SS13, where HvH combat is not the priority, and symbols next to names might indicate enemies of some kind.

Fleming would send a fax to High Command, explaining the situation at hand, and request a pardon on their behalf. This is a special case, where there was no malicious intent involved, and leniency should be granted to a vulnerable and new member of our community. Executing them or keeping them in the brig for the remainder of the round helps no one and only sours this new player’s opinion on us.

When do you believe it’s appropriate to use a Battlefield Execution?

Battlefield Executions have many of the same qualifiers as pardons - permitted only because of the trust granted by the community and admins into them, and with only a handful of permissable cases.

In this case, while pardons are used to allow a player to play the rest of the round unhindered, BEs are meant to do the opposite - prevent the further play thereof. I would seek to be cautious yet decisive with my BEs - using them only when there is a direct threat to my life or others, but also when there are threats due to the rippling of consequences (i.e, in order to prevent operational failure or disruption thereof), that MPs are presently incapable of handling. I would refrain from their use otherwise should they be available and in the area, and allow them to handle the matter instead.

Give some examples of when you would or would not use Battlefield Execution.

Would BE:
A MT is running around the ship, causing extreme mayham. They are screwdrivering doors everywhere, from CIC to Medbay, and occasionally hacking them in order to shock marines. Several marines nearly perma or burst in Medbay as a result - unable to enter Medbay - and the MPs are all tied up chasing this dangerous man. Eventually, he pops up in CIC once again.

Although Fleming would prefer instead for this man to be arrested alive, he is clearly causing significant disruption onboard the Almayer and his malicious intent is causing harm to others.

Thus, I would BE him on the spot, to end the wild goose chase ASAP, and send an ahelp about it, as this marine is certainly breaking server rules by causing grief. Fleming can NOT in good conscience allow this to continue.

Would BE:
I am deployed groundside, with a RTO pack, and leading the marines to perform a flank. A FTL sees me, and starts attempting to call me, despite me being nearby. I pick up, unsure why he is doing this, and he he shouts “Nuts!”, before hanging up. He calls several more times, distracting me from my duties. Each time after the first, I order him to cease.

Although perhaps a Minor Crime in other circumstances, this level of annoyance when directly fighting groundside elevates the crime to Disorderly Conduct. Other people might need to reach me, and hearing a phone ringing constantly while watching out for Queen footsteps & paying attention to the radio is active sabotage to the operation. This FTL could be doing anything else with his RTO at the frontline, but is instead attempting to be funny.

I would BE this marine upon the fourth or fifth time he does this, as there are no MPs available on the scene, and they are not permitted by SOP to deploy directly to the frontline to perform an arrest. He is actively undermining my authority as CO by refusing an easy-to-follow and sensible order, and this poses a threat for groundside operations.

Some level of shenanigans is, once again, to be expected and can be tolerated, but there is a time and place for it, and at some point, it needs to cease. Fleming would feel it necessary to end this nonsense as swiftly as possible, and to re-assert his authority amongst the men as the Commanding Officer.

Would NOT BE:
Briefing has just ended, and marines are preparing to drop on the Alamo to the LZ. Suddenly a marine throws several grenades into the ship, killing several and delaying the drop by a considerable amount of time. MPs are already on the scene and arrest him before he causes further harm or is killed by fellow marines. He later professes that it was “for fun”.

Although this marine actively killed many of his fellow marines, his apprehension was swift, and the situation was under the control of the MPs. An execution might perhaps be scheduled at a later date - dependent on my own authorisation according to Marine Law - however, to execute them extra-judicially would be a contravening of proper authority and justice, in Fleming’s view.

The situation does not need further intervention, nor does Fleming need to insert himself in as a defender of the law - that’s what the MPs, CMP, and Warden roles are for. Let this marine undergo process by the onboard justice system in a proper manner. It aids shipside roleplay in this way.

These are my playtimes. I have added about 100 extra hours compared to my last application. Some MP hours, some riflemen, some xeno, and some extra command.

You’re still one of my favorite SLs and the impression you made the first time around was so strong and so good, my +1 stands

Something to think about since you got back: as XO, if you haven’t yet, you might want to hit up a single CO to help mentor you and do round observations across a series of multiple rounds. You are willing to reflect, take feedback and adjust (good!) but sometimes to a fault! What I’m thinking of is rounds back to back a few weeks ago. On LV, you were a little too timid and called out flanks too early and for full retreat (remember that full retreat is the lowest moment of morale and that has a LOT of impact on momentum). The next round on Prison, a cataclysmic series of unfortunate events occurred and retreat had to happen maybe like within 7 minutes of deploying; FOB was not built and there wasn’t anything to hold, so really it was a “get on the DS and peace out” moment but when people were saying that we needed to go ASAP, it was pressed that marines needed to stick it out longer…I think you thought about being too jumpy in the LV round and overcorrected in the round after. Guidance from a single CO round to round might help you from like…over-feedback-taking. Getting one solid review is better than getting 15 halfassed comments in LRC or OOC.

You’re dedicated to continuous improvement; you play SL and other roles, and I don’t think anyone enjoys XO so much that its the only role they’d ever play (I’ve never met anyone who does this); so when you roll XO four rounds in a row, I know it’s because you’re going “okay last round didn’t work out, I’m trying this until I perfect it”. I tell people I work with that learning/presenting yourself never has to be a solo venture, and this is no different. Find someone who’s thoughts you value and who you respect, cut white noise from people you didn’t explicitly select to help you develop your skillset, and go achieve great things.

Still a +4, though. If you haven’t yet and do find someone to mentor you, I think everything above is easily addressed within the window of this application. Your personality and positivity still kicks ass and you’ll be a CO; a matter of when, not if. Everyone’s rooting for you.

EDIT: I feel bad this was so long but I struggled to get it shorter and thought for a loooong while about what the point was; sorry if this came off too critical. You’re still one of my favorite people to see on the server in marine leadership, within my top 5 for SLs.

Keep it long! I enjoy your critiques, and they do speak a lot about what I should improve upon, and how I should. They’re pretty meaningful, so don’t be afraid to preserve your content. I remember reading your last post and going “No, wait, I wanted you to keep what you posted!” when you edited it.

What’s funny is that I know exactly what two rounds you mean, and that’s pretty much how they transpired.

One comment about those two rounds that I’ll add - LV always provokes a unique concern for me as an XO, as those cave chokes seem to end so many rounds through caps and screeches. So, whenever I play LV I always keep that in mind. Plus, whenever you fallback to the colony, the marines at Hydroponics and Engineering can be flanked pretty hard. All-in-all, it makes me more cautious than I think most commanders on LV. With the Fiorina round, it’s hard to see predict just how fast things fall apart, because sometimes comms goes out, and you might have no callouts from the ground about how bad the situation is. You have to basically train your intuition for these types of moments, and it’s hard to nail the timing. Especially when these rounds are back-to-back.

I always jokingly tell myself that I’m not mean enough. I think you’re right, that I just need to cut out the noise, and just get a singular mentor-like figure.

I can’t recall any negative experiences from having you in command (any that were the fault of your character, anyway), and you seem to be relatively competent and capable. I don’t think there’d be any issues if you got the WL, and I’m pretty confident you’ll fit well as. CO.

Just a note though, the majority of your hours are in command, and I’ve seen loads of people burn out pretty quick because of how stressful and frustrating trying to keep so many players in line can be, especially when people pull those soul-wrenching back-to-back 7 command rounds in a row (SL included).

Just be conscious that you don’t overexert yourself!

Jakob ‘Fumble’ Fleming is a fantastic XO to have in the CIC. While I have not had the pleasure of being his CO for a great amount of rounds, the quality is of the highest degree. He communicates, organizes marines, stays on track, and makes competent calls. He understands how the game works, its general balance considerations, and the important things. He also is capable of managing the CIC while an event is going on shipside that requires input from him, deftly balancing both roleplay obligations and his responsibility to keep the operation afloat.

I have yet to see any actions from this man that make me seriously question his leadership ability. I will hate to see him stop being XO, but perhaps I can convince him to role it for me for old times’ sake if I am charming enough.

A very easy +1 for a man who is most deserving of the mateba. I am looking forward to your command, Fleming.

You were not afraid to give me criticism, feedback and were understanding and positive throughout that. Most people would descend into madness and say “X is such a shitter because y” but you held it together in CIC for the entire round, you made a plan that was tactically sound and showed your understanding of mechanics and knowledge. You maintained on top of the Comms decoding or were always aware of it which shows you adapt well to developing changes in the CIC.

Your roleplay is enjoyable and you play a character and not something that tells me your a self insert.

I am sincerely rooting for you to get this application.

Had great rounds with XO Fumble as Staff Officer. Whenever I see Fumble as XO I already know I will be having a good time. A week ago I picked up to learn and tryhard Staff Officer, I know my OW and squad management skills are not the best + I get lost in comms traffic quite easily but Jakob ‘Fumble’ Fleming acknowledged my effort and awarded me my third medal in my 2 years long CM13 career, which means quite a great deal to me!

I genuinely hope this player gets the CO pass as their effort is clearly felt throughout the rounds and roleplay.

Jakob has put in a lot of work on improving his CIC gameplay since his last application and it shows. He is a reliable player both in the bubble and on the ground. I would also like to give special attention to his quality as a person. He is one of the nicest people on the server, which doesn’t just go to his character but his impact as a hypothetical white list holder. One of the most important day to day responsibilities of white list holders is leading and controlling CIC itself and the other CIC players. You will often see CO’s allow XO’s to draw up and lead their own plans for this exact reason. In this function it is extremely important for the CO to be cool headed and encouraging, even when things often go very very wrong. I have 0 doubt that Jakob will rise to the occasion and provide many a potential future white listee the proper guidance and support.

Fleming even though having half of the play time i have somehow manage to be better than me at it(maybe if i stop playing CMP i would be better, but jokes aside)

His command is solid, i havent seen them crash-out at anyone and overall a good person to be around. Since his last app i’ve seen some great improvement which means he takes feedback in and works onto to improve.

Solid +1 from me. He has genuinely improved quite a bit as XO, he had a rough patch but he was learning the game again. He doesn’t degrade the quality of matches with poor plans or anything of the sort, sometimes shit just doesn’t work out and he takes it in stride. I’ve seen him take feedback from COs genuinely and put their advice to use in his next rounds.

I remember a particular White Antre round people were being a bit harsh on him in dchat and he never got angry, never got upset, just said he could have done better and moved on. He even got kicked from the bubble and put on encryption duty, accepted that it was deserved and didn’t complain, icly or loocly.

One of the nicest, least toxic folks on the server. Plus we started playing around the same time and I have to support my first ever battle buddy all these months later. Hope you get the wl man.

Solid 1+ from me. Through the entire time Agent has played XO he has shown different phases of improvement in each area. Even though sometimes rounds might be lost and it’s understandable, he never loses his motivation and keeps on! Coming up with new strategys and such. Also plays a really interesting character.
