Finish weapon implementation for civilian firearm skill

Back in March there was a PR https://github.com/cmss13-devs/cmss13/pull/2766 that reworked firearm skills. I think several important weapons were left out. “Civilian skill will allow you to use pistols, SMGs, and certain weapons that have their civilian override variable set to TRUE”. If I checked it correctly, at least the 88 mod 4, m39 SMG, and VP78 are set to NULL when it should be TRUE. God knows how many others there are as well. Would someone please fix the variable for these three weapons?

Reasoning: These weapons should have it according to the original PR.

If you managed to look it up, you probably can change the variables yourself. Don’t wait for someone else to do this.

Haven’t looked in the code but from how it is worded, I would think the override is only for non-SMGs/pistols that civilians are able to use, with SMGs and pistols not needing it cause their type is usable by civilians by default?
