Description of the incident:

I decided to write this report after talking in DMs with Steelpoint.
This round was a HvH one, where the UPP clash with the USCM. I had ahelped and Steelpoint responded, but since the round was ending he suggested to me to write a proper report.
My hope after the end of this report is to have this situation made more clear for future HvH events.

During the end of the round, the USCM was sieging the UPP FOB, i unaware of that decided to return to my previous posting in the FOB to assist with medical care.
After landing, the situation was very chaotic and Hansen Walter wearing civilian clothings decided to run inside the ship. After stopping him inside the cockpit, i asked him to indentify himself, and exit the cockpit of the UPP Dropship.
In responce, he tried to stall and started taking a couple of step back from me.
After seeing that no UPP MPs were near my, i decided to cuff him for the safety of everyone on the ship. This was done so mainly for two reasons, first he rushed into the cockpit of the ship, second since he had no ID and we had no reports of Civilians in the Area this seemed a bit strange.
I want to note that i did not try to chase him, nor i wanted him to forcefully come with us, i just wanted him detained if he intedend on coming into our ship.
After an attempt at cuffing, he moved back and after a short dialogue, he extracted a pistol and started shooting. To cover for his retreat he decided to use an UPP nade into the entreance of our DS. Instead of escaping he just rushed to the other door and did the same.
Fortunately we had no major injuries, but this was a strange incident, and since chainging into a different faction uniform is not allowed, i though this is also the case, prompting me into filing an ahelp.
Round ended shortly after.

Why Rule 10 (hostile factions)?
Mainly for reason that and i quote the section of the rule “You have not changed into a uniform which obscures your allegiance” by changing into civilian clothing he obscured his allegiance, and by talking and interacting with me he was not consistently hostile. By throwing a grenade and shooting at us he broke the lethal force rule.

Why Rule 5?
During HvH changing into a UPP uniform as a Marine, or changing into a USCM Uniform as a UPP Soldier is not allowed mechanically. UPP is not allowed to strip and change into civilian clothes mechanically since survs are part of the USCM sphere of factions, or at least a couple of events ago it was mechanically impossible to do so.
The same should be for the USCM. I did put a question mark since this may possibly be an oversight on the PR side.

Why a player report?
My main focus for this report, more than punishing the player, which i think did not act in bad faith, is to have better rules or a variant of this rules for the HvH events, and to avoid this kinds of grey areas.

I was partially aware of the situation but was distracted due to event-running. I’ll do some investigations and make a deliberation tomorrow.

I witnessed these events and found this player earlier in the round. It was obvious to me OOCly they were a USCM marine who had changed clothing.

I came to the conclusion that due to the rules on uniformed combatants it would be for the best to let them pursue their roleplay as a civilian, rather than to use meta knowledge to detain them for being a marine, other UPP players seemed to have concluded the same as they were allowed to roam the map mostly unimpeded and I later witnessed them being escorted into the UPP fob unrestrained as a civilian.

UPP command likewise on radio referred to them as a civilian.

Were I not under the understanding that the uniformed combatant rule was in effect they would have been detained immediately instead of allowed to go free.

I want to specify that i have tried to detain them for the only reason of him waiting our pilot to leave the cockpit and rushed in before the door would auto-close. It was a bit fishy. Why would you out of the blue rush the cockpit when the pilot left? I simply asked for an ID and to wear cuffs for our safety.
I tried my best to not use meta knowledge, after all the guy was clearly from delta squad.

Hello lambinatore, I am going to be partially accepting this report


For initial context, this incident occurred during the ‘Faction Clash’ gamemode, a human versus human event. From my reading of the logs, the series of events that occurred is that at some point towards the latter half of the round, the accused player of Hansen Walter had entered the UPP FOB while wearing civilian clothing, they proceeded to pass themselves off as a civilian, however they had access to a telephone and were communicating with Marine CIC, indicating they would attempt to sabotage the UPP FOB.

The UPP MPs decide to detain Hansen, which results in Hansen opening fire with a concealed firearm while throwing a lot of grenades around the FOB, this appears to coincide with the USCM forces successfully breaching the UPP defence and overrunning the FOB.


While this was a event/alternative gamemode, all regular rules and conduct still apply unless stated otherwise by the staff running the event. As I was the one running this gamemode, I know that I did not make mention of any changes to our rules for the event.


On the charge of a Rule 5 breach, I will be denying this. Rule 5 requires someone to be abusing a bug or unintended feature for an unfair advantage. The mechanical rules of the Faction Clash gamemode make it impossible to strip enemy uniforms, or wear uniforms of a enemy faction. There is no mechanical system to disallow wearing of non-combatant civilian clothing at this time.

On the charge of a Rule 10, Hostile Faction, rule breach, I will be accepting this. The player intentionally obfuscated their allegiance, acted in a neutral/friendly manner towards the UPP, only to then become hostile.

I will be applying a Rule 10 Note to the Hansen’ player account.
