The doctor is likely pressing charges of Trespassing and Disorderly Conduct, Once MP’s have arrested the MT so they can search for evidence(as it is an officer requested arrest where the MT may have committed a crime), and likely find out that he just accidentally knocked the Doctor, the Disorderly charge will likely be dropped (due to the fact it requires INTENTIONALLY disrupting the doctor, which it wasn’t) However the Trespassing charge will likely stick due to the fact that (i assume) he was interrupting them in an operations room, which you aren’t supposed to be in unless your a patient or healer, Therefore it’s a legal order as the MT has committed one of the crimes they are accused of.

The Captain(XO) is likely New and has misread ML and assumes that he, like CO, Can just have a marine arrested and then free them at a later time (Discretionary arrest) however marines can not just be detained without charge, I’d advise the XO to instead issue an NJP as the marine was likely committing hooliganism if the XO just wanted to scare them, however if the marine was repeatedly disrupting briefing then i’d advise him to charge the marine with disorderly conduct. Therefore it is an illegal order as the marine has not committed a crime the XO wants him charged with, and XO could be arrested for Prevarication.

As the CO is awake, this means that XO is not the Commander, and therefore can not order arrests, however even if there wasn’t a CO, MP’s are not required by SOP to wear gloves, as SOP states: MPs should be wearing their uniform, boots, and armor at a minimum. This means that the Order is illegal, and therefore the MP’s could charge XO with prevarication. This also makes it an Illegal order.
