gets rid of the skin menu bar, puts the buttons in the statbrowser instead
also… updates the statbrowser styling to be more tguiey (thanks https://github.com/tgstation/tgstation/pull/85257)

My least favorite PR ever. I hate everything about this new UI, including the font, sizes, formatting, every change I wish I could revert. I think that was supposed to be an option, but it really wasn’t elaborated well - I’ve clicked the icon in the top left but it didn’t revert anything. Does anyone know how to revert this?
