The council has reviewed this report and has deemed that the usage of the discretionary arrest clause was understandable. If the reporter were a PFC or so, then it would be wrong, but as the XO is an important role, and ought not be left unchecked so as to avoid hindering the operation, it was seen as understandable in this case. As such, this report is denied, and no action shall be taken.
