General Notes:

Alexander Volkov is from a UPP colony but due to the age at which he was forced to relocate, the way he took so well to a UA family, and the fact that he nurses and almost silent resentment of the UPP leadership, he is to be considered born naturalized into the UA. This is no longer up for debate. We are thorough in our background checks and psych evals. Perhaps more-so than any other division than perhaps the SEAL division of the Navy branch who we even consulted for advice on this one. This is also the reason we have restricted his DOB and birthplace to MAR O-4. If you have any questions or concerns go fuck yourself, I’m tired of answering them. - CMISSAR-3c Jeal

Corporal Volkov, known by his fellow marines as “Kneecap”, is a highly-trained stealth operative that is currently stationed aboard the [USS Almayer] with the [Falling Falcons]. Kneecap generally does not talk about his past, but finally opened up when he was recognized for his potential due to his highly broad, and some-what extensive, skill-set. - CWO2 Ives

Alexander Volkov is a highly capable individual, he prioritizes saving people stealthily without thanks, and getting the job done and getting out alive rather than being a show-off like the rest of the yahoos that called themselves “scouts” on my ship. - CO of USS San Diego

I find that one of the most interesting and perhaps important qualities that Agent X41833N has, is the fact that he uses his brain to overcome obstacles. He’s passed some of the hardest tests the scout’s academy has to offer with flying colors. - CWO2 Ives

You’ll notice that Volkov technically has enough experience and time in the branch to qualify for E-5 rating and go to more clandestine operations with perhaps even the Tier 1 operators. However due to current limitations, MOS/Rate, and the recent debaucle that was paperwork, he is serving aboard the USS Almayer in order to solidify his training, experience, and other aspects of his life.

Medical Notes:
Surprisingly enough, Alexander Volkov actually has a some-what decent capability to connect and socialize with people, though he is rarely given time to do so due to his assignments. Kneecap shows a past of traumatization at the extremely young age of 4, though he has shown incredible tenacity on not letting it get to him or affect his mission assignments.

Alexander’s technical/actual name, Anekcahap, is a bastardization or insulting way of saying the russian name “Alexander”. Although it was the fault of the recruiter for this (which I have no idea how this got through processing) Volkov chose to keep/ignore it because “They [Referring to the UPP] were the ones who took my parents from me. While I understand not all russians or soldiers are bad, their command is 100% responsible for what they did and they deserved their execution sentence at the UN Council Court.”

Volkov demonstrates an “Inverted Performance” metric. He has the ability to perform better when under high-pressure, and high-stake critical situations … though may under-perform when the task is routine.

Despite Alexander’s ability to connect with people and socialize rather easily and he is rather disconnected from others in his squad. Presumedly this is due to the fact that he is on his own most of the time. He also doesn’t like to trouble others with his personal problems.

Alexander has rather interesting motivations for doing what he does. His capacity for sympathy and empathy is very high and that makes him stick out. Even though he doesn’t have a bond with anyone in particular he helps others; typically by noticing a need, and then just helping without being asked. The other day he stuck his neck out for a marine that he didn’t even know, but knew the circumstances of the NJP with an officer. Volkov ended up saving said marine from embarrassment, and even calmed the officer who was angry (Given that the officer in questions is known to be incredibly self-centered and impatient with marines who aren’t as competent as he is, this is pretty interesting). He has done similar things on several occasions, “siding” with both enlisted and officers in different situations.

Volkov is incredibly smart, and he employs methods that are unconventional when fighting that reflect such. He prefers to incapacitate people rather than kill them, which is not what he was primarily trained to do. He prefers to rescue people rather than infiltrate and kill the enemy command structure. He is largely focused on helping others that normally could not possibly be helped because they’re behind enemy lines or incapacitated. He also tends to focus on more strategic targets like supply lines and logistics, rather than tactical targets like an officer or commander.

After his parents died, Kneecap was taken to a foster family through CPS (Child Protective Services) and given to a family that was from the United Americas rather than the UPP due to political tensions. He recalls the feeling of being loved by his foster parents almost as if they were his own, real parents.

In conclusion Volkov is a strong, mentally stable capable individual with a good set of moral codes he lives by and cares about others deeply despite having a tragic childhood.

Contingencies:

Due to the highly valuable and sensitive intel Agent X41833N handles and extracts, he should be watched and monitored passively through our electronic data tracking methods with the standard CMISSAR systems. Any red flags are to be immediately investigated and the agent questioned as a last resort.

Volkov should be assigned to most operations, though command should be reminded that anything “morally grey” has a high risk of insubordination. On the flip-side, however, should command, or anyone else, come to him for advice you can expect a highly moral and intelligent response.

Should Volkov go A.W.O.L, desert, or otherwise become “rogue”, a standard MARSOC clean-up team should be deployed to neutralize him. Though due to the highly survival-based skillset he has due to civilian life through BSUA and having the highest scores on SOFTP we’ve ever seen, this may be quite a challenge.

Alexander has been made aware of such contingencies, as with all Special Attachments.
