These guys would serve as the more heavily armed counter part to the 3WE’s NSPA, while still not quite being IASF in terms of combat capability, their main armament would be nerfed FW90 rifles for their use.
Alongside their main Militia force would be lighter armed Gendarmerie dressed in Dress uniforms for various occasions, usually those who wouldn’t be seeing much combat.
They’re definitely not UPP, but as for the ICSC yeah they’re in it in some shitty novel because the writer making it didn’t know.
Maybe it was originally a French organisation and france was originally 3WE then france joined the ICSC (for some unknown reason) but let the 3WE keep it because the ICSC is allies with the 3WE after they separate.
ICSC is formed after a bunch of colony worlds run by corporations seperate from the 3WE after all.

Let’s be honest here Aliens lore doesn’t make sense a lot of the time, this is hardly the most unbelievable thing to happen in it, i mean canonically with the france being ICSC it means that France, a country run by a government, for some reason joined an alliance of corporate run worlds where the corporations can do whatever they want basically, that’s way more implausible.
Also it’s not really a direct continuation, as the UPP forms from a reunited germany along with russia and not the soviet union.
1970s also saw France let Britain into the EEC after De Gaulle had resigned, and alien takes more from the 1970s cold war era given it was made in 1979.
