After playing MP for some time, reading marine law, and rereading it a couple more times, I still have no idea what the difference is—IC or OOC—between appealing to high command or appealing to the provost.
I understand that the provost is the MP “version” of high command, but the circumstances where you would (or should) appeal to one over the other still evades me.
As for OOC, is high command the staff team and the provost office being fax responders? I’m not too familiar with WL roles in that regard.
When you’re filing a marine law appeal you’re filing it with the Provost Marshal Office, essentially our CM equivalent of the JAG Corps. People tend to use “High Command” and “Provost Office” interchangeably but they’re two separate entities. With Fax Responders, appeals are supposed to be handled by whomever is a Provost Responder, but if there isn’t one High Command could theoretically handle it.
Think of it like this. Squad Leaders are to CIC what CIC is to High Command. MPs are to the Provost what SLs are to CIC.
Per ML you can’t appeal to high command anyways. The person appealing can choose CMP, commander, or provost. It doesn’t have to end up with that person as they can choose to delegate it at that point.
High Command are the guys in charge of the Battalion (a group of companies),Regiment (a group of battalions) or Division (a group of regiments). You call High Command to ask for everything Supplies, Reinforcement or non law requests.
Provost Marshal Office are the guys in charge of all Law related things. This includes Inspections, Restoring order, handling appeals, Police Reinforcements aka Riot team or Enforcer team.
You appeal to the Provost Marshal Office, but for COs and Synth you need to ask permission from High Command(aka asking the respective WL councils) for actions against those who hold those WLs.
At the end of the day, High Command is all of the Marine branches aside from Law, that includes Engineering, Intelligence, Medical, Administration, requisition and others.

If you want to look at it from a roleplay perspective, communication between institutions is pretty common in real life as well. A fax you send to High Command can be forwarded to the Provost Office
