add an ability for xo/co/officers ‘ attention! ‘ make every marine on screen salute and turn their speech to whispering for a duration or toggle

COs can already command silence by firing their matebas into the air (instant quiet and way more soul), though XOs sadly lack a similar aura farming maneuver.

XOs can technically do it if the CO gives them their mateba, shooting on the air is skill level based and both CO and XOs share it

this is a feature I had planned for a while but never got around to coding; basically having it so that using a megaphone with leadership skill forced everyone without leadership skill to whispers (probably whitelisted to a few common areas)-- mostly to discourage the attention seeking wacky behavior during briefings that makes them impossible to pay attention to.

this is along the lines of what i was thinking too; I just think its stupid people show up to briefing to essentially LRP disrupt, I hate briefings and have to stop myself from sitting on the DS as SL out of habit from by default avoiding briefings.
