Put CM observers on every (significant) z-level with max zoom out so they can see the whole map. Give them all comms. Make the vods only accessible by staff.
Add Big Brother to the game…. your rulebreaks will not go unpunished.

replays weren’t great for performance on yog (+ not very maintainable), the single client for the twitch stream already costs a non-insignificant amount. this one is probably not feasible, sorry
