Currently, the tent does not see much use - even on Nuclear Protocol, when all of CIC save for aCO deploy - this leaves XO running solo Overwatch. Normally, that isn’t a problem, but I feel like a member of CIC deploying groundside with the Tent (In my mind, the best candidate to do so is the officer assigned to Bravo Squad) should be more common outside of PFC++ SOs and ARC deployments.
I suggest making the tent a JIMA flag analogue - the tent will provide all three buffs at their maximum Command skill strength, but only while the SO is seated on that chair and actually does his job, overwatching.
Alternatively, it could provide LIMITED local comms for only the currently overwatched squad (Almayer does not hear them if there is no contact with the ground). It may be high latency or with a delay, or even scrambled if the ground sidecomms are not active - marines figuring out what the SL or SO is trying to tell them from FOB with terrible signal strength seems kino as fuck to me, honestly.
