Description of the incident:

I was deployed during the round, but at some point I was informed that Brett was arresting doctors for wearing cones on their heads, causing backups in medical over essentially nothing. Remembering what an admin told me the last time I encountered a similar situation, I authorized an SOP change to allow any headgear to be worn, presumably ending the issue.

After groundside evac’d, I am informed that Brett has arrested half of the shipside doctors for wearing cones on their head. Apparently he faxed the Provost about my SOP change and the Provost reply (posted below) said that cones are not considered headgear. In this case, that makes us both mistaken, as the fax says. However, if it is not headgear, then there is no SOP violation being had, and as such Brett additionally arrested two doctors on false charges.

As stupid as the situation is (wearing cones), the point I am making here is that enforcing this even without the SOP change or Provost involvement is malicious compliance, as the rule states: Malicious Compliance is using IC Military Law to impose excessive punishments, make an arrest on a technicality of someone non-disruptive who is acting in good faith, or causing intentional delays in the jailing and appealing process.

Obviously a cone on someone’s head who is otherwise performing their role is not a disruptive person. I think when combined with faxing the Provost regarding the SOP change and then going ahead when the Provost said we were both mistaken and it is NOT headgear constitutes malicious compliance.

Having practising doctors wearing warning cones on their head is completely ridiculous. As the one that sent the Provost fax I will clarify that my intention:

  1. Warning Cones are not headgear, and cannot be authorised as such.
  2. Warning Cones are not headgear, and therefore violate this section of the Uniform SOP:
    Headwear, if any is worn, must be your properly assigned headgear, or an acceptable replacement.

Did the arrests impact the round? Absolutely.
But I do not consider this to be malicious compliance as it was as simple as taking off the cones to avoid the arrests in the first place.

Evidently it was a mistake to add the ability to wear them to the game if it’s just going to lead to the same LRP nonsense as the period immediately following the addition of foldable chairs.

The only thing that I believe should have happened and did not, was an announcement clarifying the effects of the SOP change following my fax before any arrests were made. However as that announcement could have been made by you, the XO or a whole list of other people including myself as an admin, I will not hold Brett (or anyone else but myself) at fault for it.
