FORECON CO is not CIC staff, itā€™s the equivalent of a Squad Leader

Wrong. Forecon CO can be CIC staff if they want to they are an actual CO they can take over the almayer if the XO agrees to and if there is no active CO. They are by all means more then a SL

Forecon CO is equal to a CO with no M46C or CO gear apart from a smart gun he can yoink.

He has all CO skills. There is already a Forecon SL ranked 2nd LT.
