Cant marines fill sandbags? sandbags are really hard to fix since it uses more sandbags. marines can wire if barbed wire is already made. Devs could give few sandbags (5 sandbags) to marines and a shovel. I dont know i might be wrong here.

maybe thats the good part of sandbags, as they’re being destroyed you should be able to just slap on an extra bag to keep it alive (where a cade would be unrepairable)
how about a barbwire patch, where you just set some down (1 or 2) and it slows xenos down
