Honestly not the worse things to add for XOs. If they abuse it staff can take care of it pretty quickly (not that an XO can really abuse it besides order a bad arrest, which even the deputized officer or synth can refuse to comply). Should help with low pop when it’s needed, but a warning should go along with it that it’s for extreme situations only.
