I am going to guess at the answer is that you would functionally need a entirely new game mode to account for a lower server pop, and making a new game mode is not only a huge task, but it also adds a lot of code “”“”“debt”“”" in that this new game mode will now need to be maintained and will also have to be accounted for all future updates to the game.
It is easier said than done, I can at least agree that in the past the need for a low pop game mode was not very pressing when our server pop rarely dipped below 100 people. But now that we are in an era where we may well end up with a server pop between 40 to 60 people for almost half the day on the regular, the calculus may be changing slowly.
Of course there is a question, if the DDOS stops, will we spring back to our older pop levels? Or is this a permanent change?
In any case, I do think eventually a game mode that is more friendly to low pop will be beneficial for the game in the long run, if you can convince someone to do it.
just map out some pre-built delapidated cadelines in the FOB(s) when it’s below a certain pop

you could do dutch’s dozen where you have a map of dutches hunting preds
you could do PRE-OPERATION survivors, everyone spawns in civilian or lightweight roles like marshalls, CL, ISAF etc to the outbreak scenario and you have to engage the emergency distress beacon
you could do hostage situations
you could do MUTINY as a game mode EXTENDED CLF with sabotage/kill objectives with mundane groundside objectives or escalating threats like ’ deliver humanitarian aid ', ‘repair the alamyer/location’ move 30 boxes with powerloader / repair all APC’s and major room functions
you could do COMPETETIVE RANKED THUNDERDOMES TOURNAMENTS with escalating series of spawn options and brackets to them
