IOs get points based on how much intel they get out and can use it to buy extra gear like a battery powered camouflage like a scout cloak with timer and battery maybe it can only mimic one type of colour every 5 minutes? like you need to choose a tile to mimic it or camouflage so if the tiles are white but the cloak is BRIGHT YELLOW you are done for
