How familiar are you with command positions?

Very familiar! Even before I got stuck into CiC, I play SL somewhat frequently, have a moderate experience leading troops in Security (Comms and FOB), Support (Backlining, medical recovery) and Frontline aspects. While I tend to be close to the front I find myself drawn to supportive weapons (flame kit and HPR w/ holo, or simply locking in coords for an OB or sending out an absurd amount of flares for CAS)

As I’ve gotten stuck into CiC (having orbited command as MP beforehand) I’ve picked up a lot on the requirements, taskings and general vibe of playing CiC personnel, and especially as a majority Low-pop XO, a lot of the rare fill-in taskings that XOs are asked to do (such as chemline).
Despite this, I am aware that the XO and CO are not supposed to be do-everything characters, and this is more so done to ensure that the ship can remain running smoothly, I make sure to delegate when I have the people to do so.

As an XO, I make an effort to remain calm, relay the information I can dig out of cams and comms to the larger force, encourage cohesion and occasionally the use of specific tools (OBs, explosives, CAS, Spec weapons).
While I make an effort to use certain tactics I don’t really try and pry the marines away from where they’ve found themselves unless it’s detrimental (for example, all the CommTechs going to the front when I need comms up, or all the medics are somewhere where wounded are not)

Overall, while I encourage adhering to the orders, there are some rounds where marines are a immovable object, and understand the importance of improvisation, I’ve certainly had rounds when all hope seemed lost and there’s a sudden change of fortune with certain actions (A failed push turning into a successful one, a seemingly unlosable push turning into a near wipe.

Character Information:

Why did your character decide to become the CO of a ship?

Tiffany has always been a starry-eyed idealist, with a drive to achieve what those she looks up to have achieved. Despite this idealism she doesn’t seek to simply sit still in the shadow of her mentors, aiming to inspire others just like she’s been inspired, by striking it on her own. She aims to harness the force and tactics of her mentors, while applying it with her own, more delicate touch.

How did your character attain the position of CO?

Tiffany, having served alongside other Commanders for a few years at this point sought to make her bid for Major clear to her Major/Commander back home. After a half year as Captain aboard the USS Cydonia once more, the Commander made clear his plans to retire, pulling a few strings and cashing in accrued favors, nominating Captain Cartridge to take his place. Tiffany inherits the USS Cydonia from her Commander, and those she considers family with it. Tiffany re-christens the USS Cydonia into the USS Titania, a homage to an operation that changed her life.

When do you believe it’s appropriate to pardon a prisoner?

Pardoning is a powerful tool for maintaining the flow of a game, as most of the time people aren’t terribly keen to be stuck in brig for upwards of 10 minutes, so for a pardon there’s a couple of things I would be looking for in a subject that is hypothetically valid to be pardoned:

Reoffence, I obviously don’t want to pardon someone I know is going to be going to just do the same thing - or something else that would get them in the brig again - as it would void the point of the pardon in the first place and to a lesser extent- make me look bad.

Usefulness, What comes of me pardoning the person, are things made easier compared to them being left to stay in brig, does overall performance of the ship or marines improve or suffer if they’re to be pardoned? I would likely be pardoning the person with a specific goal in mind like the direct and urgent requirement of their skillset.

Station, This one feels a little weaker, but I feel like I would be a lot more reluctant to pardon an officer or maybe even squad lead over someone enlisted, because I think that pardoning them would set a bad example to the people that work under them, though this would vary with the other two criteria of reoffence and usefulness. I think this mostly boils down to ā€œWhat example am I setting to everyone else when I pardon this person.ā€ I think undermining the (admittedly in many cases) little authority and public trust the MPs have at the time is also a factor in this.

Give some examples of when you would or would not use pardon.

  • There’s a Doctor, and a (groundside) Field doctor on, the Doctor has been not only been carrying a restricted weapon around, but has been doing so on green, has attempted a to flee, mouthing off to Command throughout the whole ordeal, they’ve been detained. However, a hugged marine has come up and no one else is trained to remove larva.
    This WOULD constitute a pardon, on the grounds of Usefulness, their skillset is immediately needed, and required for a marine to survive. Part of the (ideally timely) investigation would include:
    ~Do I fully believe that I can’t get the FD shipside to take their place, (realistically, I would hope the FD would already be on their way shipside to relieve the Doctor, since they’ve been brigged.)
    ~Do I believe that after speaking with them, the doctor will actually perform the surgery if I pardon them.

  • A Squad Leader has started a fight with a marine below their station, it had devolved into a physical brawl, but thankfully the fight’s been dissolved by an MP. The Squad Leader make it known to me that they’re the only Squad Leader, and make a few arguments for their case, and by all means they’re a competent leader, their squad is even backing them up as a great guy.
    I WOULD NOT pardon them, on the grounds of Station. This marine, albeit allegedly usually competent would set a bad example of being able to get away with petty to their squad. This could cause more people to be eager to start fights over petty stuff, as well as this, the Squad leader does not offer anything I can’t get from making another marine aSL, given the right tools.

  • I’ve latejoined as CO, A Chief Engineer has been charged with Damage of Government Property and Theft, he thought it would be a good idea to hack his way in to the Commander’s Office and remove Jones in my absence. He is requesting a pardon, on the grounds that after requested, he returned Jones, just having wanted to take care of him in my absence.
    The XO also is saying he needs to go finish getting metal from maintenance to give to req.
    The arresting MP pulls me mention he also has a bunch of other things from other departments that he either doesn’t need, or didn’t ask to take.
    I WOULD NOT pardon them, on the grounds of Reoffence, and Station. I can’t be sure they won’t just go back to stealing as soon as they’re done with the duty they propose they need to do, additionally they’re an Officer, and should be held to higher standards.

When do you believe it’s appropriate to use a Battlefield Execution?

A Battlefield Execution is an extreme measure, and there are quite a few clear barriers that even allow someone to be valid for execution though there is still a lot of room for interpretation. It is a tool that displays your authority, at the expense of Round Removal. I would, similar to a pardon, have a few things I am looking at:

Urgency, Are there forces at place that makes other methods of Justice not feasible? Can they be executed in the brig, later instead of now? If this isn’t handled now, will the execution have the desired effect later on?

Context, Do I have the full scope here or do I think I’m missing something important from the picture, can I be sure that I’m not seeing the situation differently than how it is?

Authority, Does executing someone in this instance prove anything? Does executing this person here right now make me look weak or strong and how is my reputation effected? Am I undermining the authority of my Captain, the CMP or someone that is better suited to handle this situation right now.

Message, What message am I sending by executing this person, here, right now? Does the message I am sending from execution outweigh the cost of this person being round removed?

Give some examples of when you would or would not use Battlefield Execution.

  • The Captain is on the crane giving briefing, during this, someone walks up behind them, and removes their uniform. Some of the marines attending briefing are having a laugh over it, and cheering for the offender.
    This WOULD be an instance I might use a Battlefield Execution. Undressing someone during briefing is LRP, and believe that executing the offender would be helpful in restoring order, as well as confidence in command. While a brig sentence might have served, the delay an arrest would have caused and the undermining of the Captain at such an early point in the round would serve to bog down the round.

  • An XO or SO launch an OB on bad coords or simply timed it poorly, the push is ruined, there are quite a few casualties, and the operation is essentially doomed.
    I WOULD NOT execute the offender, as while they have been detrimental to the operation, the damage is done, and this would likely be more grounds for Relief of Duty. If an execution seems to be the way forward, then it can be handled in the brig through the proper channels.

  • I’m groundside commanding the marines by the front-line, a marine runs up and calls me a pussy, saying I should stop yapping and get shooting.
    I WOULD NOT execute the marine, they’re one gun making a huff over nothing, and in the end it is a stressful situation. It’s better to focus my efforts on commanding and not splitting attention at the risk of something more worth my time.

I have extensive experience with Cartridge, in-and-out of CIC, as my XO and in the MP department. I have little doubt in mind that Cartridge has the right mindset for CO, and would make for excellent company in the WL. Her roleplay ability is top-notch, and every time I see Cartridge on the crew manifest, I think to myself, ā€œI’m glad she’s with us today,ā€ and know I will enjoy the round. I also am comfortable with deploying whenever she is XO as I know CIC will always be handled competently, a good sign for a future commander. In particular, I would like to praise her knowledge and execution of Marine Law - she stays level-headed with her application of it, never misusing it, or being overly excessive with her discretion or punishments, while still adequately handling misbehaviour.

In other words, this is a hearty +1.

Anybody who has dedicated SOs waiting to join when they queue up for captain is a sign of a good captain (I myself having been one of said SOs.) Competent at running an op, can roleplay (especially showing attention to the CLs,) and can keep a level head in tough times.

Took you long enough. Kailey is frequent face on CIC and one i’m glad to see everytime i’m around, as an XO she’s extremely capable, she calls out flanks, keeps marines informed, and overall commands them pretty well, same goes for her SL’ing too she isnt afraid to propose stuff for command and overall throw ideas that help coordinate her squad.

I have no doubt she’d be a good addition to the WL, knowing both ML and command so well.

Leaving a pretty easy +1.

Every complaint I would have given has been worked out and improved. Has a great presence both OOCly and ICly and maintains a standard I like to see in the active command players. They’ve played under multiple COs, I’ve played under both both inside and outside of CIC multiple times. One of the few people, especially when on SL, that when getting bogged down they’ve become pretty proactive into trying something else instead of bashing face first into a brick wall.

Relatively new the the WL myself, however I’m not new to command.

Any time I see Cartridge as a captain, I know I don’t have to spend my time micromanaging everything as the CO. Whenever I play under them, I know I don’t have to do much tactical thinking either.

They’re good at XOing, rallying marines, and leading. I would trust them with the powers of the evil CO WL.

In short; I like Kailey, I like her characters. I do not think she’d be a good CO due to lackluster communication and coordination over the time I’ve played with her in CIC, from both a shipside and groundside perspective. She often deploys as an XO only to die shortly after and get a purple heart, atleast 3 times in my memory. Unless this changes or she makes to improve on communicating and not being a PFC+, a trap that even COs are falling into these days (I’ve mentioned this to her before) I’m going to be the devil’s advocate. I do not intend this in a bitter or personal way though, please don’t hate me.

I’ve met Kailey as a charlie SL when we first met. We were trading the rolls for the slot as she learned how to become an SL. She’s asked me for advice on leadership and how to become a good role model. Since then, she’s made great strides to move forward and take up a bigger positon in CIC.

I think Kailey would make a great CO. I truly believe the mark of good leadership is to know when to be hands on and hands off. I believe Kailey does this to a fantastic degree. She is also willing to admit any mistakes and be able to learn from them as to not repeat them.

Gameplay wise, I’ve never sat in the CIC bubble, but what I do know is that the tacmap is always updated and the announcements go as frequent as possible when Kailey plays XO.

I’ve also seen her roleplay qualities. While some people might want a light novel of paragraph /me’s, I believe roleplay should also be quantity as much as quality. This is evident with a good spread of one to two line /me’s that describe ā€œfeelingsā€, such as: ā€œ(character) leans back in her chair, sighing aloud as she runs her hand through her scalpā€.

I’d like to wholely endorse Kailey as a CO, giving my +1.

CIC is an enjoyable experience with her, even though I hate CIC.

Also she won’t ever party with me when we get marine majors. This utterly annilhates me.

I want you to write a fax to Colonel Meuller explaining why you deserve a promotion over others within the sector. Talk about your strengths and weaknesses as well as what you believe you can contribute to the USCM.

You were doing great before the app went up, then after it went up things started going downhill or something. I’m not entirely sure what’s going on but the ability to command effectively and respond effectively just went completely out the window.

Maybe take a break or something, I’m not sure. Can’t really support this as much as I did when you first went into it. I’m having to take back a majority of what I’ve said.

I’ve played staff officer under their command when they were an XO, they knew what they were doing and maintained RP while giving orders

Hi. The Council has voted and we’re electing to deny your application. You were reached out to earlier in your app by a Councilor expressing concern about LRP behavior, and unfortunately we haven’t seen enough improvement to feel comfortable whitelisting you. Beyond that, multiple councilors have expressed concerns about your command ability: nonsensical orders, poor (or total lack of) communication, paying little to no attention to your surroundings, and so on. I suggest you spend some time observing currently WL’d COs to get an idea of the standard of RP the whitelist is held to.
