Make HEDP and HIDP grenade packets cost 15 points in riflemen vendors

Reduce the price of HEDP/HIDP grenade packets to 15, so a standard marine can get 6 decent grenades with an m79, or load up a pouch with 9 grenades for his pulse rifle.

Req has a decent amount of grenades but it’d be nice if they were more affordable for standards
