I just tried it and I hit bravo SL in the face
It lights if you click the ciggarete in your mouth or the sprite of it but it wil not work if you target mouth on someone else since… Its a weapon.

Not only does it, but it used to have flavor depending on what you light your cigarette off of.
if you lit it off a burning body, for example, it would say something like, “Joe lights his cigarette off xx-121 with an evil glint in his eye, badass.”
For some reason this got removed a while ago, probably for salt reasons, but I hope it comes back.
