Orbital Signal Flares are used by CIC to signal commands to all groundside marines. These commands must be assigned by CIC then briefed to the marines before starting the op.
A console in CIC will be used to assign a command to each flare, up to 50 characters.

For example, CIC might use the dropdown [v] menu to select the Yellow flare and assign the command “RETREAT TO FOB.”
Launching this flare will make an icon
appear in the form of a ball burning in yellow light on the top right corner of the marines HUD, and play a firework sound effect. Hovering the mouse over this icon will make a tooltip that says:
Command is signalling you!
“RETREAT TO FOB”
This also appears in the chat box.
Clicking on the icon, or typing the verb “View Flares” will pop up a UI to view all commands currently assigned to each flare.
When CIC modifies these commands, the UI will update for marines that have a comms signal, otherwise it will stay outdated. They will also be notified in chat.
This idea was inspired by WW2 tactics as a backup for undeniable long range communication when radios failed.
