honestly it might makes sense to break the FA skill down for more granularity so we can have absolute non gun users, people who know how to use firearms have decently, and people like riflemen who shoot guns for a living

I would not be surpised that all staff in the miltary should recive basic firearm training. If I recall correctly during the vitnam war some war reporters got basic training just to help them survive. Sure you don’t expect them to start shooting the enamy. But in an active war zone you never know what might happen.
Also this is a game not a perfect simulation of reality. We can make up whatever justfication we want. In fact we don’t even need to do that. Like most changes it will simply be accepteded unless it messes up the game.
Also consider doctors often are treating survs who might turn out to be CLF. If you’r job involes possibly being the same room with a terrorist it
