So occasionally I see a few CLF, UPP, W-Y scientists, ect. That get brought up on the DS. Research gets a bit of a boost by any civilians that have something to do with research. Why not add in a potential prisoner exchange where people from UPP or the CLF can be exchanged with a provst or some other local governing system power for some kind of boon. Extra IO points, maybe a reinforcement squad provided by the responding power, or even some general exotic weaponry. Basically some sort of mild boon to help the round and you get some sort of response team to better the round with RP. Other than the normal and very rare lawyer squad.
This is just an idea.

Roleplay for its own sake is not a bad thing, I feel the outcome to this topic would just be a reaffirmation to consider using faxes and hope for some kind of formal response from the admins. The advent of the Fax Responder may somewhat help increase the odds of a formal response by a small degree.
I recall a discussion for the HvH game mode of adding a formal mechanic to process enemy prisoners of war, to exchange them for some form of intel points to allow a faction CIC to purchase similar boons such as bonus requisition credit or reinforcements. This would be a system I am interested in seeing, but it would need further discussion, and is only tangible related to the OP.
Have you tried reading the whole post or just the clf part? Pretty sure I put talk with the local provst. Aka local law enforcement in the sector. Since we dont negotiate with terrorists, and I bet they deserve to have those good old boys dropping by with a team just to arrest them. I always forget selective reading is a damnable thing here at times, text doesnt convey tone, plus half of you dont take jokes half the time.
I mean, how often does prisoner of war stuff actually come up? in HVH sure but in regular games most you’ll get is one or two CLF in which case it feels kind of odd to give an entire squad or some weapons just for capturing one or two guys.

The UA is either going to try to turn a CLF guy or more likely just execute them. I like your idea but it makes very little sense.
I think you’re right there, with fax responders.
I do think that unique survivor roles do struggle a bit, as it’s extremely difficult to contact your “home base” on the colony (if possible at all, with faxes needing power, and IDs not always working, then having to write the document!), the alternative is nigh impossible, contacting them shipside.
CLF can’t be freed by fax responders, and even if they could, they’re in the same boat as UPP, you can maybe write some fluff stuff but you’re 100% reliant on staff (which means, 99% of the time, you’re not going to get a response and/or intervention, unless you have the one or two few golden staff we get every year or so who do, before they burn out)
As for prisoner exchange, yes, it happens. Just look at IRL situations now. Sometimes its done for favour/influence/resources, sometimes its done for other prisoners. I could see this being implemented but I do think it’d need a lot of mechanical oversite.
What to do with POWs? Paint the walls.
