The answer is to install the flasher system from the briefing room into the dropships and have it require an officer rank to use. Bam, now I can legally-not-grief the entire marine force when they try to interfere with my field arrests.
To the contrary, this is the current ruling as far as MP involvement in mutinies, to my knowledge. Might be confusing it with synths, who CAN choose remain neutral in a mutiny or choose to side with command.
