Make it a DEFCON Level 1 buyable for 5 points like ARC is, and up its personnel capacity a bit. Give all CT’s vehicle skill enough to drive a van so you do not need a dedicated role for it.
If we cannot get the APC at least give us the Van.

Too many gameplay issues. What we need is a 2x2 jeep that has no interior, M56D on its back and T3s/T4s can walk past dealing damage. Immediately fixed all of the issues.

The van dies in like seconds to a hive assault, has no weapons, no surgery table; all it can do is transfer supplies / people to and from front, thats it.
The only “issue” it has is that it can rapidly retreat with wounded / normal marines to and from front, which can change the dynamic of the game since now a single flank queen screech combo with the hive does not end in a full wipe anymore if the Van driver plays well. It also requires backliners to put more effort than making weeds; they will need a dedicated drone player to setup fortifications on roads to try and ambush Van.

My xeno PTSD got really triggered by this proposal. First you get it back. Then someone would make it 4 vans again. Then someone would go “why are those vans so weak” and buff them to the previous cancer levels. At some point they were more pretty much more dangerous than the APC or tank.
P. S. I think the maint team should just maintain a list of features that would not be considered for (re)addition.

Blocking marines, blocking chokes to trap T3s, those are the issues for 3x2 van. 2x2 no interior jeep wouldn’t have such problems, there isn’t much 2x2 chokes to block and T3s could walk over them.
If Van doesn’t have that much issues, why was it removed, hmmmm?

2x2 jeep aint enough to transport men around though, thats basically the same amount that ARC allows.
Im ok with it being 2x2 if it can hold a lot more people like Van can, but otherwise it would have to be given a LOT of mobility to compensate for its small passenger capacity, so they can only ferry around a small amount of people but you go super fast (think a bit faster than vamp lurker but slower than runner) so you overall can tranport a lot of people if you do your job properly and keep doing routes to and from front.

Might as well just bring back the APC in some form, which I would want more then a Van, even if it’s a nerfed version of the APC.
