Why does 'join as xeno' boot you into observe now?

I tried to click attempt to join as xeno, the game responded with: No available larva and booted me into observe as 8th in larva queue, without even giving me the chance to join as a marine. Why was it changed to punish you for even trying to join as a xeno?

[Lobby] Attempting to check where you would end up in queue causes you to immediately get booted into observing if there are no xenos to pick.
