Happened to me after a windows update a couple of years ago. The only thing that “fixed” it for me was waiting for windows to untuck it which took 2 years.
I pray it is just a cache issue or something for you.

The first step would be to try resetting both your caches. See How to clear your Cache
The asset Harry was having them test however is no longer valid, and I don’t know how often they may invalidate to give you a link to another to test.
But basically they found out that they had an extension installed that was forcing all connections to redirect to HTTPS when the asset is served on a HTTP asset server, so all assets would just time out for them as it hits the redirect limit.
Your situation may be different; but ultimately something is preventing you from receiving data from the CDN.

Do what druk said. It happened to me too and it was fine after I cleared internet files.
I get this issue if I join the server and then alt-tab into another game when it connects.
I have to keep ss13 or the desktop prioritized until after it connects and loads, and only then can I alt-tab to anything else.
It didn’t used to be like this until ~1 year ago. Since the problem persists across servers, I’m pretty sure it’s a byond specific issue.
