I mean, saying it was incompetence is kinda offensive. If they were really the only medic on the ground and they for whatever reason decided that they won’t spend time and resources on the guy, it kinda makes sense to mark the guy with black holotag so people won’t bother CPRing/moving the body closer to the medic. Yeah, you can work from the perspective of “everyone is revivable”, but this is not the only one acceptable perspective. Most people use the utilitarian answer to the trolley problem, why wouldn’t it apply here then? There is a dead guy you can spend a minute and a bunch of kits reviving, or five wounded guys you can heal within the same minute and the front will hold.
Incompetence is in the eye of the beholder.
Asides this, there is little point debating the merits of the formerly noted person’s Corpsman skills since we are making assumptions on how they would’ve or could’ve done their job, and as even the staff report noted there was a lot of conflicting opinions from people who actually witnessed it.
If we start debating hypotheticals then we lose our self to a endless back and fourth debate.
The end result insofar as I personally care is that the staff report reaffirmed that you don’t get banned for your performance in a role, only if you were showcased to be griefing.
I will end off by stating I actually do agree, however, that black carding a revivable marine and telling other’s to not attempt to aid them is a action I disagree with, but that is informed more by my experience as player than anything else.

I was the only medic groundside, we didn’t have a Synth either sadly.
Iirc, the most I said in discouraging CPR was they had 600~ burns to the riflemen while there were still plenty other dead. Didn’t stop them from doing it anyways.
imo the real solution to bad corpsmen admins should administer is xooc’ing their location to lurkers
